I can’t really understand what actually is happening in steemit post rewards calculation?

I noticed the incident yesterday, but, didn’t take it so seriously. I thought I saw wrong. But, today I confirmed something terribly wrong is happening in steemit rewards calculation procedure.
So, let’s take a look into it –

yesterday this post’s potential payment was 12 dollars before 1/2 hour the payment was made.

But, when payment was made then I was paid only 9.65 USD. Same thing happened with the next post https://steemit.com/newslink/@royalmacro/newslink-zimbabwe-unleashes-new-dollar-pegged-currency-should-switch-to-bitcoin-instead

This post has : Before payout potential amount : 6 USD, after payout 4 USD only.

I've checked my other posts and got the same thing was happened :(

When this happened the fluctuation rate of steem price was less.

Now, I share my today’s observation -

One minute Before the payment made the post’s stat was : 6.19 USD potential payment
After payout made the post’s stat is : 3.51 USD instead of 6.19 USD
When this happened I check the price chart and found that steem price was increasing, not decreasing.

Anyone please, can explain it ?

1 minute Before potential payout is $2.17, but, paid only $1.69.
And Yesterday I made only 3 posts.
